About HUB Program

The Historically Underutilized Business (HUB) program promotes equal business opportunities for minority-owned, women-owned, and service-disabled veteran-owned businesses. It ensures that these businesses have fair access to contracts and procurement opportunities.

Benefits of HUB Certification

  1. Free Registration: There is no cost to apply for HUB certification.
  2. Valid for 4 Years: Certification remains valid for four years, as long as the business continues to meet all eligibility criteria.
  3. Increased Visibility: Your business will be listed in the TPASS HUB Directory, which is used by state agencies along with the Centralized Master Bidder's List (CMBL) to solicit bids from certified HUBs.
  4. Broader Exposure: Certified HUBs gain greater visibility to the public and other organizations with supplier diversity programs looking for minority- and women-owned businesses.

To become a HUB-certified vendor, the business owner must meet the following criteria:

  1. Must be a U.S. citizen and a Texas resident.
  2. The business must be located in Texas.
  3. The owner must have a proportionate interest in the business and actively participate in its control, operations, and management.
  4. At least 51% of the business must be owned by individuals who are members of one of the following groups:
    • American Woman
    • Asian Pacific Americans
    • Black Americans
    • Hispanic Americans
    • American Indians
    • Service-Disable Veterans
